Hainan’s "Single Window": Providing a one-stop Service for Enterprises

Various departments have set up a "Single Window" for international investment in the Hainan Free Trade Port. The move brings convenience to the global investors when settling in Hainan.

With the ongoing construction of the free trade port, foreign enterprises have settled in Hainan successively. In the first three quarters of this year, 1,545 foreign enterprises have settled in Hainan. In order to provide high-quality service, Hainan set up China's first "single window" mode for international investment. It is a service platform focusing on investment liberalization and facilitation and system integration innovation. It integrates multi-department government systems such as investment promotion, market supervision and project approval. The upgraded process can reduce materials submitted by enterprises by 55%, and the approval time limit can be shortened by nearly 70%. Enterprise establishment, tax registration, investment information reporting and foreign exchange registration can be completed in as little as 2 days.

The "single window" went online in April 2019 for trial operation, and was officially launched on August 13th, 2020. As of September 30th this year, 4,263 foreign-funded enterprises had handled 10,231 investment-related businesses online, including independent name declaration, registration and cancellation.

Wu Biao, Director of Enterprise Service Department, Department of Commerce of Hainan Province introduced that Hainan has also integrated visa processing, the purchase of houses, cars and children's schooling, and other related supporting services, which have gradually covered the whole life cycle.

Sun Shaoke, Deputy Director of Big Data Administration of Hainan Province said that they not only solve the enterprise's own problems, but also other supporting services. In the next step, Hainan will continue to strengthen big data capacity, and improve the efficiency of all aspects with more digital forms.
