In order to further optimize Hainan's business environment at ports and to promote the facilitation of cross-border trade—and according to unified deployment of new rules by the General Administration of Customs—starting from August 9, 2021, the Customs Offices of the three ports of Guangzhou, Manzhouli, and Haikou have launched a pilot reform program allowing enterprises to engage in self-service "at home" printing of customs declarations. A few days ago, Hainan’s first self-printed customs declaration form for an enterprise engaged in foreign trade was issued.

In a process that took only a few minutes, CDFG Sanya used the unified service window for international trade to submit an application to Sanya Customs (a subsidiary branch of Haikou Customs) to be allowed to do self-service printing of customs declaration forms. After their application was reviewed and approved by Haikou Customs, the enterprise was able to successfully self-print their already electronically signed customs declaration forms.
At present, there are 26 enterprises in Hainan which have already applied to Customs and received the necessary verification to be allowed to self-print—as needed—any of the customs declaration forms which they have submitted online; not only can they print customs declaration forms for goods being declared at Haikou Customs, they can also print customs declaration forms for goods being declared at other Customs Offices in China and do not need to go in-person to the service desk to apply. In fact, the whole operations process can be realized completely online from the convenience of home or office.
