Since the start of planning and construction of Haikou JiangdongNew Area, various plans have been successively issued while speeding up theconstruction, such as Haikou JiangdongNew Area Master Plan (2018-2035), Regulatory Plan and Urban Design for theStarting Area of Haikou Jiangdong New Area[P1] and Regulatory Plan for Haikou Airport EconomicArea[P2] , which have been approved.

江东离岸创新创业组团，江东新区综合服务组团、文化交往组团、高教科研组团（以下简称海口江东三组团）控制性详规完成公示。

Jiangdong Offshore Innovation and Entrepreneurship Cluster, International Comprehensive Service Cluster, International Cultural Exchange Cluster and International Higher Education Research Cluster of Jiangdong New Area (hereinafter referred to as Three Clusters of Haikou Jiangdong New Area) have publicized the regulatory plan.

根据规划，未来江东新区将形成“一港双心四组团；十溪汇流百村恬；千顷湿地万亩园”的组团式生态文明城乡空间结构，按照江东新区总部集聚区、海口临空经济区和四大组团展开建设，将江东新区打造成实现社会主义现代化的先锋区、中国特色自由贸易港建设的新标杆和建设美好新海南的示范区。

According to the plan, Jiangdong New Area will form a cluster-type ecological civilization urban and rural spatial structure of “one port, two centers and four clusters; ten rivers flow together with hundreds of beautiful villages, thousands of hectares of wetlands and ten thousands of mu of industrial parks” in the future, carry out construction by Headquarters Cluster of Jiangdong New Area, Haikou Airport Economic Area and four clusters, and build Jiangdong New Area into a pioneer area for achieving socialist modernization, a new benchmark for building a free trade port with Chinese characteristics and a demonstration area for building a beautiful new Hainan.

根据规划，海口江东新区总部集聚区发展定位秉承江东新区“全面深化改革开放试验区的创新区、国家生态文明试验区的展示区、国际旅游消费中心的体验区、国家重大战略服务保障区的核心区”的总体定位，坚持共生、共融、共享的规划理念，建设走向世界的先锋之城，打造全球领先的生态CBD。

According to the plan, Headquarters Cluster of Haikou Jiangdong New Area adheres to the overall orientation of Jiangdong New Area, i.e. “innovation area of the pilot zone for deepening reform and opening up in an all-round way, exhibition area of national ecological civilization pilot zone, experience area of international tourism consumption center and core area of national major strategic service guarantee zone”, sticks to the planning concept of co-existence, co-fusion and sharing, constructs a pioneer city to the world and a world-leading ecological CBD.

规划范围东起芙蓉河，西至道孟河，北邻东海岸线，南至江东大道，总面积179公顷。总部集聚区城镇建设用地总面积为127.46公顷；建筑面积总规模不超过180万平方米，其中江东新区总部集聚区选址初步定于北部滨海地区，总部办公及商业办公建筑面积约72万平方米，占总建设量40%；服务型公寓(国际人才社区)建筑面积约29万平方米，占总建设量16%；公共服务配套建筑面积约52万平方米，占总建设量29%；弹性设施建筑面积约27万平方米，占总建设量15%。

The planning area extends from Furong River in the East to Daomeng River in the west, faces the east coastline in the north and reaches Jiangdong Avenue in the south, with a total area of 179 hectares. The urban construction land in the Headquarters Cluster covers a total area of 127.46 hectares; the total building area is 1.8 million square meters at most, of which the site of Headquarters Cluster of Jiangdong New Area is initially located in the north coastal area, and the building area of headquarters office and commercial office is about 720,000 square meters, accounting for 40% of the total amount of construction; that of service-oriented apartments (International Talent Community) is about 290,000 square meters, accounting for 16% of the total amount of construction; that of public service supporting facilities is about 520,000 square meters, accounting for 29% of the total amount of construction; that of flexible facilities is about 270,000 square meters, accounting for 15% of the total amount of construction.

在商业商务服务业用地上，总部集聚区将布局具有海南特色、国际标准的商业商务服务业设施体系。规划商业商务服务业用地23.83公顷，占建设用地总量的18.70%。针对高层次人才的工作及生活需求，以人的行为动线为脉络，沿东西向中央绿楔公园布置消费、文化交往、休闲娱乐、运动健康等服务设施。

Interms of the land for commercial and business services, the HeadquartersCluster will arrange a commercial and business service facility system withHainan characteristics and in line with international standards. The planningland for commercial and business services is 23.83 hectares, accounting for18.70% of the total construction land. In view of the work and living needs ofhigh-level talents, it will also arrange service facilities such asconsumption, cultural exchange, leisure and entertainment, sports and healthalong the Central GreenWedge Park in east-west direction with the line of humanaction as the vein.

根据规划，总部集聚区规划就业人口2.6万人，在区内居住的人口约0.52万人。针对入驻企业的生产性服务需求，将沿中央活力轴布局产业配套服务设施，包括金融管理、教育培训、文化交流、会议会展、法律咨询、信息发布等，打造开放共享的国际商务商业服务集群，构建具有国际影响力的产业创新服务体系。

According to the plan, the planned employment of the Headquarters Cluster is 26,000, and the population living in the area is about 5,200. In view of the productive service needs of enterprises entering the area, it will arrange industrial supporting service facilities along the central vitality axis, including financial management, educational training, cultural exchange, conference and exhibition, legal consulting and information release, etc., build an open and shared international commercial and business service cluster, and construct an industrial innovation service system with international influence.

海口临空经济区HaikouAirport Economic Area
形成集约高效的产业集群

Form an intensive and efficient industrial cluster

根据规划，海口临空经济区位于江东新区，规划范围为50.5平方公里，规划建设用地总面积37.6平方公里，城市建设用地面积为15平方公里，就业人口规模10万人。海口临空经济区将坚持“世界眼光、国际标准、海南特色、高点定位”原则，将海口美兰国际机场建设成为面向太平洋、印度洋的国际航空枢纽，展现中华风范、海南风情的全球最美机场。

According to the plan, Haikou Airport Economic Area is located in Jiangdong New Area, with a planning area of 50.5 square kilometers, a total planned construction land area of 37.6 square kilometers, a land area for urban construction of 15 square kilometers, and an employment of 100,000. Haikou Airport Economic Area will adhere to the principle of “world vision, international standards, Hainan characteristics and high positioning”, and build Haikou Meilan International Airport into an international aviation hub with specific to the Pacific Ocean and the Indian Ocean, and the most beautiful airport in the world with Chinese characteristics and Hainan style.

海口临空经济区将构建科学的空间布局，推动港、产、城、景融合发展，形成“一廊两区两片，绿链花田湖院”的总体空间结构， 对标国际空港发展先进经验，采用“人”“货”“航”多元化、均衡型的空港地区功能布局模式。临空经济区构建“一心、一带、三廊、多节点”的景观结构框架，加强“航空都市走廊”地区城市设计引导，塑造多元、活力、共享、宜人的空间形态，塑造国际门户特色风貌。

Haikou Airport Economic Area will build a scientific spatial layout, promote the integrated development of port, industry, city and landscape, form the overall spatial structure of "one corridor, two cores and two areas with lake-view yards with grass and flowers”, be geared to the international advanced experience in airport development, and adopt the diversified and balanced airport regional functional layout mode of “passenger”, “cargo” and “aviation. It will build a landscape structure framework of “one center, one belt, three corridors and multiple nodes”, strengthen the guidance of urban design in the “aviation urban corridor” area, shape a diversified, dynamic, shared and pleasant spatial form, and create an international portal with characteristics.

按临空产业发展的空间需求，科学确定十三类业态空间布局，打通产业链条，形成集约高效的产业集群。临空经济区聚焦“三大两新”功能，集中发展自贸物流(大物流)、航空服务(大航服)、新兴消费(新消费)、商务会展(新商展)功能，预留战略保障(大保障)功能空间。重点推动自贸物流、跨境电商、飞机维修、航空总部、航空金融、会展贸易、市场交易、新兴消费等产业发展。

According to the space requirements for the development of airport industry, it will determine the spatial layout of 13 types of industries in a scientific way, open up the industrial chain, and form an intensive and efficient industrial cluster. It will focus on the functions of “three bigs and two news”, concentrate on the development of free trade logistics (big logistics), aviation services (big air service), emerging consumption (new consumption) and business exhibition (new business exhibition) functions, and reserve the functional space for strategic support (big support). In addition, it will focus on promoting the development of free trade logistics, cross-border e-commerce, aircraft maintenance, aviation headquarters, aviation finance, exhibition trade, market transaction, emerging consumption and other industries.

打造创新创业、临空产业示范区

Build a demonstration area of innovation and entrepreneurship and airport industry

根据规划定位，江东离岸创新创业组团将是美兰空港及江东新区建设的重要支撑，该组团东至美兰机场临空南区，西至南渡江，北至南渡江引水渠南岸，南至环岛高铁，主要包括桂林洋经济开发区和灵山镇两个片区，规划面积总占地2250.16公顷。规划范围内总居住人口约13.5万人，其中桂林洋片区6.7万人，灵山片区6.8万人。

According to the plan positioning, Jiangdong Offshore Innovation and Entrepreneurship Cluster will serve as an important support for the construction of Meilan Airport and Jiangdong New Area. It extends from the South Airport Area of Meilin Airport in the east to Nandu River in the west, and reaches the south bank of the diversion canal of Nandu River in the north and island-looping high-speed train in the south. It is mainly composed of Guilinyang Economic Development Zone and Lingshan Town, with a total planning area of 2,250.16 hectares. In the planning area, the total population is about 135,000, including 67,000 in Guilinyang Economic Development Zone and 68,000 in Lingshan Town.

桂林洋经济开发区将聚集离岸众创孵化、科创与商务、文化创意、高新智造及生态宜居等五大功能，将开发打造成创新创业、临空产业示范区及魅力海口展示区。而灵山镇将聚集发展航空文化创意、购物休闲、国际医养、商务度假、旅居宜居等五大功能，并将其打造成为美兰空港“候机楼”，成为海口城市客厅和海南国际旅游岛旅游中转站。

Guilinyang Economic Development Zone will focus on five functions of offshore mass entrepreneurship incubation, technology innovation and commerce, cultural creativity, high-tech and intelligent manufacturing, and pleasant living environment, and will be developed into the innovation and entrepreneurship and airport industry demonstration area and the exhibition area of a charming Haikou. Lingshan Town will focus on five functions of aviation cultural creativity, shopping and leisure, international medical treatment and endowment, business resort and comfortable living environment, and be built into a “terminal building” of Meilan Airport, thus serving as the city parlor of Haikou and the tourism transfer station of Hainan International Tourism Island.

空间布局上，该组团将形成“三轴双核三片，蓝绿共繁荣”的空间结构。“三轴”是指结合海榆大道、桂林洋大道、桂江大道三条主干路设置的城市发展轴，北连江东新区核心区，南通空港核心区;“双核”是指桂林洋及灵山分别设置各具特色的商业商务综合体，作为片区核心，吸引人流，聚集人气;“三片”是指灵山国际化空港区、桂林洋离岸创新创业实验创新区、桂林洋复合活力区。

In terms of space layout, the Cluster will form a spatial structure of “three axes, two cores and three areas with blue sky, green water and prosperity”. “Three axes” refer to the urban development axes set up in combination with the three arterial roads, i.e. Haiyu Avenue, Guilinyang Avenue and Guijiang Avenue, connecting the core area of Jiangdong New Area in the north and reaching the core area of airport in the south. “Two cores” refer to the commercial and business complexes with different characteristics set up in Guilinyang and Lingshan respectively, to attract tourists and gather popularity as area cores. “Three areas” refer to Lingshan International Airport Area, Guilinyang Offshore Innovation and Entrepreneurship Experiment Innovation Area, and Guilinyang Comprehensive Vitality Area.

为打造“蓝绿共繁荣”生态格局，该组团内的南渡江、滨江绿带、美丽乡村、城市绿地相结合将两个片区生态共融，创造生态活力的江东新区。

In order to create an ecological pattern of “blue sky, green water and prosperity”, Nandu River, Binjiang Green Belt, beautiful villages and urban green space in the Cluster will shape the Jiangdong New Area with ecological vitality in combination with the ecology of the two areas.

交通方面，该组团内将设置轨道交通，轨道交通1号线在本区域沿南渡江大道、海榆大道走行，设有2处站点;轨道交通3号线支线在本区域沿灵山路、夏云路、海涛大道走行，设有3处站点;轨道交通5号线在本区域沿桂秀二横路、海涛大道走行，设有2处站点;云轨线在本区域沿海榆大道、灵桂路、泰华路走行，设有3处站点;规划1处轨道交通场站，占地面积26.5公顷。

In terms of transportation, the Cluster will be equipped with rail transit. Line 1 runs along Nandujiang Avenue and Haiyu Avenue in the area, with 2 stations; Line 3 runs along Lingshan Road, Xiayun Road and Haitao Avenue in the area, with 3 stations; Line 5 runs along Guixiuerheng Road and Haitao Avenue in the area, with 2 stations; Sky Rail Line runs along Haiyu Avenue, Linggui Road and Taihua Road, with 3 stations; one rail transit depot is under planning, covering an area of 26.5 hectares.

海口江东三组团Three Clusters ofHaikou Jiangdong New Area

定位为海南国际新客厅

Positioned as the new international parlor in Hainan

根据规划，海口江东三组团规划总面积5353公顷。其中文化交往组团位于白驹大道北侧，规划范围面积1558公顷；综合服务组团位于白驹大道南侧，规划范围面积1578公顷;高教科研组团毗邻东寨港，规划范围面积2217公顷。

According to the plan, Three Clusters of Haikou Jiangdong New Area covers a total planning area of 5,353 hectares. Specifically, International Cultural Exchange Cluster is located in the north of Baiju Avenue, with a planning area of 1,558 hectares; International Comprehensive Service Cluster is located in the south of Baiju Avenue, with a planning area of 1,578 hectares; International Higher Education Research Cluster is adjacent to Dongzhai Port, with a planning area of 2,217 hectares.

文化交往组团定位为“地区国家交往平台、海南国际新客厅”，组团建设用地规模1140公顷，人口规模约18万人；综合服务组团定位为“滨江国际活力中心，将建设成为海南自贸区、自贸港的核心示范区”，组团建设用地规模1433公顷，人口规模约27万人；高教科研组团，定位为“面向国际的学研产创一体化平台和引领国际前沿的科教智慧高地”，组团建设用地规模1796公顷，人口规模约11万人。

International Cultural Exchange Cluster is positioned as “regional and national exchange platform and new international parlor in Hainan”, with a construction land area of 1,140 hectares and a population of about 180,000; International Comprehensive Service Cluster is positioned as “Binjiang International Vitality Center, which will be built into the core demonstration area of Hainan Free Trade Zone and Free Trade Port”, with a construction land area of 1,433 hectares and a population of about 270,000; International Higher Education Research Cluster is positioned as “the international integrated platform of university, research, industry and innovation and the highland of science and education wisdom that leads the international front”, with a construction land area of 1,796 hectares and a population of about 110,000.

文化交往组团，重点布局外事服务、文化艺术传媒、竞技衍生消费、互联网及设计等产业功能；综合服务组团，重点布局文化时尚消费、自贸金融服务、商务贸易咨询、主题文化娱乐等产业功能；高教科研组团(含滨海红树林片区)，重点布局国际教育、商务办公、娱乐购物、健康休闲、创新服务等产业功能。

International Cultural Exchange Cluster focuses on the layout of industrial functions such as expat services, culture and art media, competitive derivative consumption, Internet and design; International Comprehensive Service Cluster focuses on the layout of industrial functions such as cultural and fashion consumption, free trade financial services, commercial and business consultation, theme culture and entertainment; International Higher Education Research Cluster (including coastal mangrove area) focuses on the layout of industrial functions such as international education, business office, entertainment shopping, health and leisure and innovative services.

为贯彻落实江东水城的建设目标，海口江东三组团内将构建“湿地入城贯江海，城野交融链田园”的水城蓝绿空间系统网络。该规划组团人均公园绿地面积超过20平方米，将成为“500米见公园、2公里见水系、3公里进田园”的公园城市建设示范。

In order to implement the construction goal of Jiangdong Water Town, Three Clusters of Haikou Jiangdong New Area will build a water town space system network with blue sky and green water of “wetland flows into the town and through the river and the sea and urban and rural areas blend to connect the countryside”. In the Cluster, the per capita green area as planned is more than 20 square meters, so that it will become a park city construction demonstration project with “parks within 500 meters, water system within 2 kilometers and countryside within 3 kilometers”.
